There's a copy of Buddhadata Mahathera's Pali-English dictionary
online here: http://www.saigon.com/~anson/ebud/dict-pe/index.htm

It's using a Unicode font, and the pages are broken up by first
letter. You could either save the pages by hand or feed the URL's to
a Perl script to fetch each page, and then parse out the vocabulary.
The pattern of HTML tags and word seperators is regular enough that it
shouldn't be too difficult to parse.

Out of curiosity, what flash card programs are you using? Is it
commercial software, or some sort of freeware/shareware/OSS? I had
wanted to try out something like this myself (in particular using the
'three boxes' flashcard system that was mentioned on the list at some
point- can't recall the proper name), but at the time didn't have much
luck finding software that did what I wanted.
