This refers to an alternate stem of verbal endings. The Pali term for
them is 'attanopada'. So here it's the ending -te instead of the
usual -ti.
If the normal paradigm for the present tense is:
bhavati bhavanti
bhavasi bhavatha
bhavaami bhavaama
The middle paradigm is:
bhavate bhavante
bhavase bhavavhe
bhave bhavamhe
There are similar sets of middle endings for the other tenses.
Middles are rare in canonical Pali, except for a few frozen forms
(see Warder pp 314-15) and in verses, but they make something of a
comeback in later Pali writing. The middle is the normal choice of
ending for Sanskrit passive verbs, but Pali uses the active endings
even with passive verbs, so here the Kc vutti is (knowingly or
unknowingly) employing a Sanskritism.
