I think I understand. It refers to the sotapanna who has seven existences at
most. In a previous sutta it was said: who has attained right view: the
magga of the sotaapanna.

9. The Second Sutta on Impossible Situations

1) aanantariya'm = unmitigatable
N: it is kamma that gives fruit without delay: an-antara, no in between.
Thus, a heinous crime, or as you say an unmitigable deed, that gives
immediately result as an unhappy rebirth in the next life.
