At one time the Blessed One was staying at Vesali in
the pavilion of the Great Park. Then Mahali Licchavi
approached the Blessed One, and after approaching he
greeted him then sat down on one side. Sitting on one
side, the Mahali Licchavi spoke thus to the Blessed
One:

Ko nu kho, bhante, hetu, ko paccayo paapassa kammassa
kiriyaaya, paapassa kammassa pavattiyaati?
What, reverend sir, is the cause and condition for
the doing of evil deeds, and for the manifestation of
evil deeds?
