The word is "appa.timo" (without a counterpart, matchless) from neg.
'a' + 'pa.timaa'. I have glanced over the A"nguttaranikaaya commentary
(Mp I 116-7 quoted below) on this word and although it does mention
those who make gold and silver images it doesn't say that no one can
make an image of the Buddha. It just says that the capability of
making one that resembles the Tathaagata does not exist. Here's the
commentarial passage:

appa.timo ti pa.timaa vuccati attabhaavo. tassa attabhaavasadisaa
a~n~naa pa.timaa natthii ti appa.timo. yaa pi ca manussaa
suva.n.narajataadimayaa pa.timaa karonti, taasu vaalaggamattampi
okaasa.m tathaagatassa attabhaavasadisa.m kaatu.m samattho naama
natthii ti sabbathaa pi appa.timo. -- from the PTS ed. (the .tiikaa
has nothing to add)

I'd be interested in any textual reference that supports the
interpretation that the making of Buddha-images is not permitted. It
is my understanding that the appearance of such images didn't come
until many centuries later and the way to represent the Buddha in the
early centuries was with such symbols as an empty seat or footprints.
This suggests to me that the making of Buddha-statues might have been
considered sacrilegious at first.
