Although your translation is literally correct, "siila.m rakkhati" is
an idiomatic expression that might better be translated as "observes
the precepts" or "behaves morally".

Also, I would translate "saggaloka.m" as "a heavenly place" rather
than "the heaven". Buddhist cosmology posits many heavenly levels,
not just one particular heaven as is common in Western religions.
