thanks. Stefan is referring to item 595(iii) under the sub-heading
Genitive.

What I understand from the short illustration of "partitive
genitive" given by the author, it means using the genitive case to
express the idea of "part out of a whole" or "one (or a number) out
of a group".

In our case, the genitive is applied to dubbhaasita, this last part
of the sentence may be rendered, if you allowed:

to understand (a~n~naatu.m) the meaning out of what is well spoken
and ill spoken.

What do you think? This is really a tough one.
