I am thinking that a~n~naatu.m is the infinitive of aajaanaati.

The theoretical form aa~n~naatu.m has been shortened to a~n~naatu.m
because you can't have a long vowel before a double consonant in Pali.

So it would be "to understand," which goes with na pa.tibalo, "is not
competent."
