I just use an "Insert Symbol" option in Word, and then convert the document
to HTML.
On the second thought, I modified the table a bit:
AA - Ā aa - ā
II - Ī ii - ī
UU - Ū uu - ū
.M - Ṃ .m - ṃ
'N - Ń 'n - ń
~N - Ñ ~n - ñ
.T - Ṭ .t - tฺ
.D - Ḍ .d - ḍ
.N - Ṇ .n - ṇ
.L - Ḷ .l - lฺ
using the ฺ after narrow letters.
By the way, the same "font-free typing" can be used in MS Word itself.
Just open "Insert Symbol" table, and assign the keyboard shortcuts to
aa, ii, uu, 'n, ~n. The underdot for m is Unicode 0323 in Diacritic
marks section of the table, the underdot for t and l is F02A in Personal
symbols section, the underdot for d and n is F025 in the same section.
Then you can assign the keyboard shortcuts for combinations 'letter +
underdot', first creating corresponding autotexts, and then assigning
the shortcuts to them.
