I think "nibbindati" is better translated as "is disenchanted with" or "is
disillusioned with":
> pa.thavii-dhaatuyaa nibbindati, pa.thaviidhaatuyaa citta.m viraajeti.
> from earth element / is detached / from earth element / mind / is
> made dispassionate
> one is detached from and becomes dispassionate towards earth element.

Hence:
"One is disenchanted with the earth element and (so) becomes dispassionate
towards it."
