There is a sentence in the Visudhi~naan.a-kathaa by Mahasi Sayadaw:

Tadaa hi assa a~n~nattha-dhaavana-citta.m naama yebhuyyena na uppajjati, kadaaci karahaaci yeva appaka.m uppajjati. Ta.m ca so saha eva uppaadaa sallakkhetu.m sakkoti.

(Mahasi Sayadaw The Progress of Insight , tr. by Nyanaponika Thera, Kandy: Bddhist Publication Society. 1985, p.51)

which Nyanaponika Thera translated as:

(Then, as a rule, his mind will no longer go elsewhere. Only occasionally, and in a slight degree, will this happen, and even in those cases he will be able to notice any such stray thought at its very arising.)

My question is that in the the phrase ‘saha eva uppaadaa’ why ‘uppaadaa’ (m.sg.Ab.) is used but ‘uppaadena’(m.sg.I.). Doesn’t ‘saha’ govern the Instrumental case?
