This may be true. Still those languages were written
in primitive stage, not as highly developed as Parami
script. Indus script is said to be highly developed
scripts by the scholars but yet to be deciphered.
These facts prove that Sakya niruttiya was developed
language with developed script and grammar. It can not
be said as simply mass language. Even queens (like
Mallika) and kings used Saakya niruttiya in India at
the time of Buddha. The state language of Asoka was
Saakya niruttiya. The early language of Nalanda and
Kanchi universities of India was Saakya niruttiya.
There was no elite language in India, other than
Saakya niruttia. It is only in the Gupta or Post Gupta
period the elite spoke a kind of dialect, while mass
spoke other kind. Both understand each others. But do
not speak like each others. Even today in India the
Hindi or Tamil or Marathi are spoken in different
manner by different social groups.
