Mangesh,

"sakaaya niruttiyaa" means "in one's own language", that is, the Buddha exhorted the
monks and nuns to teach Dharma each in their own language (and not resort to the
language of the elite). This is to facilitate a wider spread and understanding of the
Dharma.
