If I recall correctly it is from the old  Anglo-Saxon (?) "Waes Hael"
and you may say it in greeting a person/friend or it is as a toast
to say "To your Health" - to reply to the toast - "Drinc Hael" and
that is "I drink you health"
I see it as being the ancient forerunner of
 
"Cheers Mate" and "Here's to you"
