<muni> is impersonal, the subject implicit: "one will [not be able to...]",
in other words "we won't be able to".

<kyrru> is neuter dative of <kyrr> "calm, quiet", here used adverbially.

<fyrir> I *think* has the sense "in the face of (these circumstances)", "in
this situation", i.e. we must act, we can't just keep our heads down and
hope it'll blow over.

So "it seems to me that we will not be able to keep quiet now". I wonder of
<halda> is equivalent to <haldast> here.

MM & HP paraphrase: "For it seems to me that we have no time to lose."
