"Did I hit you or not?"

'hvort' (normalised older spelling: 'hvárt') can be translated
"whether" in an indirect question (embedded interrogative clause), e.g.

Veit ek ok eigi, hvárt hann var minn bróðir eða eigi,
"I don't know WHETHER he was my brother or not."

The Icelandic word does the same job in a main clause (introduces a
yes/no question), but here English uses a different construction
(places a finite auxiliary verb in front of the subject). 'hvárt' is
the neuter singular nominative/accusative from of 'hvárr'; neuter is
used because the two alternative possibilities referred to are whole
clauses rather than nouns.
