Excactly. The best known example is probably in Völuspá 3:
"var-a sandr né sær / né svalar unnir"
('was-not sand nor sea nor cool waves')
Here's another one from Hávamál:
"er-a svá gott / sem gott kveða / öl alda sonum"
('is-not as good as they claim ale for sons of men')
