It's often possible to translate 'svá at' as "with" (+present
participle), or "without" in the negative), in examples like this
where the subordinate clause describes a circumstance rather than a
result. Or sometimes it may be more natural to paraphrase, perhaps
with a noun to represent the action: "and it was then discussed with
her (being) present" or "in her presence."

Heimtir nú Þorkell af honum frásögn um atburð þenna svá, at margir
menn váru hjá "Th. now demands word from him about this event in the
presence of many" (Laxdoela saga 18).

En á þeiri stefnu réðu þeir þat svá, at samt kom með öllum, at hluti
skyldi í skaut bera "And at that meeting they decided, with the
agreement of all, that lots should be cast" (Heimskringla: Haralds
saga harðráða 4).

...ok hefna þín svá, at dróttning yrði ekki vör við "and avenge you
without the queen realising" / "...in such a way that the queen
doesn't become aware (of it)" (Hrólfs saga kraka 19).

...ok fóru svá lengi, at þeir urðu við ekki varir "For some time they
sailed without noticing anything in particular" (Yngvars saga víðförla
5, trans. Hermann Pálsson & Paul Edwards).

Segðu þat, Eldir, svá at þú einugi feti gangir framarr "Tell (me)
that, Eldir, without taking a step further (i.e. before you take
another step)" (Lokasenna 1).

...at hann skyldi koma Þór í Geirrøðargarðar svá, at hann hefði hvárki
hamarinn né megingjarðar "that he (Loki) should bring Thor into the
home of the giant Geirrod in such a way that he had neither his hammer
nor his belt of strength" / "...without him having either his hammer
or his belt of strength" (Skáldskaparmál 18).

Vil ek eigi, at þú siglir af Noregi þetta sumar svá, at þú sér annarra
farþegi "I do not wish you to sail from Norway this summer as someone
else's passeenger" (Laxdoela saga 22).

ok vöknuðum svá, at hvert hús logaði "and they awoke to find every
house on fire" / "...with every house burning" (Þiðreks saga 5).

Svá segir menn, at Hrútr væri svá á þingi eitt sumar, at fjórtán synir
hans væri með honum "Folk say that Hrut was at the assembly one summer
with his 14 sons (with him)" (Laxdoela saga 19).
