I think how it works is that the 'verða' is subordinated to (the
complement of) 'mun', and 'vera' is subordinated to (the complement
of) 'verða': "Thus will [it] happen/turn-out/come-to-pass to-be". As
far as I know 'svá mun vera verða' is synonymous with 'svá mun vera'
"so shall it be".
