Notice that your rule for English is far from complete. It would permit

*/sr�/ as a word, but no word in Modern English can start with /sr/ -
-when Srebrenica was in the news, the announcers always mangled it, usually
making it Shrebrenica. Plus no word can end with the vowel /�/.
