SV: Question on a single clause - 'Den som spaker är.'

"Can you say:

<Hann sem er spakr> ?"

In my eyes this is perfectly legal. Actually, it looks very much like
modern Swedish to me

'Han som är spaker.'

but a more correct Swedish translation would be

'Den som spaker är.'
