Okay. I can't, for the life of me, think of a government
office with a neuter title; let's say "yfirbarn" (überkind:)

I actually have trouble applying my feeling for the language to this
but I suppose I could use either 'tvö' or 'tveir'. If, however, I were
to use 'tvö' it would only be because the neuter noun it refers to is
in the preceding sentence. In a situation where I hadn't mentioned
the neuter noun it would be impossible for me to use a neuter number.

If Loki had used a neuter noun somewhere to describe him and Þórr,
let's say 'goð', then I would find it conceivable that 'vit tvau' referred
to that.

But you've managed to confuse me quite a lot so I may
be talking nonsense:-)
