When Jones was in India, Persian, not Urudu-Hindi, was the language of government. Persian doesn't have retroflexes.

What is your evidence that Jones was not able to acquire
retroflexes? And what do you imagine is the relevance in
any case? One person learning a foreign language as an
adult is a completely different situation from a society in
which two or more languages are in constant contact over a
long period of time.
