Yeah, that could indicate that *o: was eliminated before Osthoff. Of course, *o: > u: in final syllables and *o: > a: elsewhere need not be dated at the same time.

*e: > *i: does seem to have preceded Osthoff, judging by the evidence for a 3sg. aorist *birt < *bi:rst < *bHe:r-s-t.
