But weren't those steppes a part of the Urheimat of IE speaking
peoples? Weren't the Iranic-speaking Scythians among the first
domesticators?

The Turkic-Mongolid steppe cultures and the way of life on horse back
was actually Scythian (perhaps Tokharian too). The "Turkization" was
quite recent.
