It was invented to represent *pronunciation* accurately (and our
knowledge of PIE pronunciation is imperfect in detail, to say the
least). But even in pronouncing dictionaries broad phonemic
transcription is normally empoloyed, ignoring *predictable* phonetic
details. By the way, despite all the recent improvements, additions and
extensions, IPA is still quite crude in some respects, and not really
unambiguous. No two handbooks use identical transcription systems even
for very well-studied modern languages (say, US English). Trying to
apply it consistently to *dead* languages would create more problems
than it would help to solve.
