These examples fail to reflext Grimm's Law, hence they postdate Proto-Germanic. Loanwords into Baltic Finnic however exist from *before* Proto-Germanic as well. So examples from an older stage would be better here.

Yes, but a priori there is no reason to prefer the route Substrate > Gmc, Substrate > BF over Substrate > Gmc > BF or Substrate > BF > Gmc.
