Unfortunately, windows-1252 doesn't help either. Minutes ago I tested
this setting with Mozilla (FireFox & SeaMonkey), Chrome, Safari and
MSIE.

The result is even much worse than under ISO-8859-1 and -8859-2.
At least 8859 doesn't alter umlauts, circumflexes, and aigu and grave
accents, and $, ß.

8859-2 less than 8859-1, but various diacriticals and IPA letters are
altered.
