It is according to Michael Weiss, who gives the regular
development of the cluster as follows:

*sr- > fr- (as in *sri:gos 'cold' > fri:gus)

*-sr- > -br- (as in *founes-ris 'funerary' > fu:nebris
and *mulies-ris 'womanly' > muliebris'
