No, it is not, and one could gather that much from your description
alone, even without reading the book. We have already seen attempts to
interpret Etruscan as Latvian and the Phaistos Disc script as Ukrainian.
Nermin Vlora Falaschi derives Etruscan from "Pelasgo-Illyrian",
allegedly preserved in Albanian. However, both Albanian and Etruscan
have been studied for a long time. Etruscan was not discovered yesterday
and one cannot just "translate" it with the help of Albanian lookalikes,
ignoring decades of serious scholarschip. It's as easy to see Albanian
words in a text such as the Lemnos Stele as it is to see Turkish (or any
other language) there:

In fact, all such "translations" are equally absurd.
