Yes, many have proposed this and if Thracian is Satem, then you're on the mark.
I've read posts from way back that speak of 2 IE substrates in Greek : Anatolian and Balkan
There is also talk by a French dude, Le Marle (vel.sim) about an Indo-Iranian substrate in Crete
Any opinions? C'est un crackpot?
