Regarding an electronic update/replacement of Pokorny:
If anyone on the list is a US professor of linguistics or related fields,
s/he can apply for a digitalization grant
through NEH (National Endowment for the Humanities)
it would help to make it collaborative,
that way you can include non-US professors such as Piotr et al.
and a computer science person
to set up the website
There are also NEH Collaborative Grants
but I think the digitalization grants are less competitive
Another place for collaborative grants for such a project
would be American Council of Learned Societies (ACLS)
