Yes, that's the idea; *etro-rous-ja: 'land of the Others' (cf. OE
el(e)-land 'foreign contry', with the first element cognate to <alius>),
*etro-rous-(i)ko- > *etrousko- 'one of its inhabitants'. I find it quite
compelling.
