No it does not,
For two reasons :
1. Analogical leveling :
Baltic shows that the full grade *stelH2 existed,
for that matter, the -l- could be recreated any time.
2. this is not a case of *tl-vowel > tr-vowel.
I have never stated that tlHC should be trHC.
Apparently, it's not the case,
if we accept that latus goes back to a PIE-stage *stlH2tos,
with no analogical refections anytime from PIE down to Latin.
In the case of *tleyes > *treyes, there is no word with which analogical
leveling could be exerted.
