You don't. Sp. <quiere> must be a translation of <wants>, <desires>,
<yearns>, or of <herest> itself (wrongly, since the Oscan form is
future in tense, 'shall desire'). Wikipedia is starting to show
symptoms of incompetent serial copying, like bad manuscripts of
ancient texts.
Coincidentally, Umbrian developed an enclitic form of *gher- used as
an indefinite, <pisher> 'anyone you wish, whoever', parallel to
Spanish <cualquier(a)>. But I doubt the Wikipedist had this in mind.
