There are three answers to that:

(1) <q> does not occur in native English words - we have <qu>.
('Qantas' is Strine :).

(2) _Iraqi_. Only the Guardian spelt it <Iraqui>.

(3) http://www.qinetiq.com/ .

These answers are not consistent, but I don't think you can
consistently reject them all.
