I have given some considerable thought to my suggestion that Mitra is the
"Measurer', and have come to the conclusion that I probably was wrong.

It is, in my opinion now, very likely to have been the 'Reciprocator', in
the sense of both infractions against the law and contract violations and
obligations.

The 'Measurer' is really more appropriate as an epithet of the moon-good.

The Wiki article was fun to read but I am nearly certain that Mitra was a
sun-god.

This has also changed my interpretation of Sumerian <me>, the 'divine
order', which I now understand to mean 'reciprocity', very close to 'cause
and effect'.

Min, the Egyptian deity, was certainly a moon-god, and his ithyphallic
representation shows us the moon's usual connection with sex, potency, and
fertility.

Mitra has none of that, I think.
