For people who are stuck with Outlook:

http://home.in.tum.de/~jain/software/outlook-quotefix/

This will fix Outlook to do bottom-posting (only works in
plaintext mode, not in HTML or RTF mode, but plaintext's
what we want here anyway).

Note that Outlook-quotefix doesn't remove all the
unnecessary quoted material for you. That still requires
some human intelligence.
