What's written conflicts with this apriori.
Varuna is *never* written as **wa-ru-na-
Second point, page 8 of your reference
Thieme states that Varuna is *never* attested in Avestan
while Mitra, Nasatya, bhaga and Aryaman are.
The assumption that Varuna is inherited in Indic
is unsupported by its closest relative : Avestic
and the assumption that Varuna is attested in Hurri
conflicts with the actual phonetics in Hurri.
This Varuna word is unproved as an Indic inherited word.
