That's right. The Francis/Normier "breaking" is clearly visible in
Greek, Tocharian and Armenian. Miguel has made a good case for a similar
albeit subtler effect in Balto-Slavic. It's caused everywhere by *h2 and
*h3, but not *h1 (which simply lengthens a preceding *i or *u).
