We have traditionally used <&>. In Kirshenbaum ASCII IPA,
which is probably the most common in sci.lang and such
places, this stands for IPA [æ], but the character <æ>
doesn't seem to cause many problems nowadays, so use of <&>
for schwa shouldn't be terribly problematic.
