That is indeed possible
but I've come across references to blue eyed people in
North Africa in Classical times.
There are also references to the Guanches as as having
"blond hair and blue eyes," which sounds a bit odd but
some Spanish chroniclers say, although others
contradict them.
It is possible that Celts, Lusitanians, etc. from
Spain entered N. Africa in pre-Roman times. I've just
never read anything about it.
But, it could also be due to the spread of agriculture
from the Middle East.
