The *t is inserted by regular sound changes in Germanic, Slavic (but not
Common Baltic!) and Thracian. It isn't an original protosegment.

The parallel treatment of verbs of movement like *dr-ah2-, *dr-em-,
*dr-ew- and *gW-ah2-, *gW-em-, *gW-ew- (the last-mentioned root is my
reconstruction, the preceding two are well-known) and the existence of
sr-ew-, pl-ew-. I can send you an electronic copy of the IF article if
you are interested. I don't think the original meaning of such
"extensions" can be recovered with much accuracy through internal
reconstruction, but some kind of directional affix is at least thinkable.
