'salted' would generally refer to the practice of packing something in salt to dry it out.
 
'salty' would be 'encrusted with salt', like dried perspiration on skin, or taste.
 
'salty' is used as an adjective to describe 'rough/obscene speech'.

I agree with:

"salty skin of the dick"

the meaning should be

"something very very dry as only the salt can make"

Do you have such adjective in English?
