That was not a assertion about the world but an observation about a
theory: if some words for "water" in IE languages were loaned into PIE
or some of its daughter languages and not inherited, those words would
not have participated in any PPIE rule *n,W > h3 or the like, and we
would find them in IE languages with w-, -kW-, n-, m- or similar.
