Not quite. What he says here (following Gorrochategui)

suggests that the Basque word originated as one of a 'lord/lady' pair
and is not a loan from Celtic.

I don't think he wanted to imply that Celt. *andera: 'young woman (in
OIr.), heifer (in Brittonic)' was instead a loan from Basque; at any
rate he didn't say so in so many words.
