Vennemann has an article on the word variants *skal/*sal "shall" and
*skarp/*sarp and ascribes them similarly, because of the variation, to
a Vasconic substrate. There is no way PGerm. *sk- > Lombard *z-, so
the Romance forms must have borrowed from the same substrate, not from
Germanic.
