sea, seal

Is there a connection between "sea" and "seal", other
than obvious intuition. Both are said to be non-IE
substrate words.
As I remember,
seal < *sealh, *sealx (vel sim)
sea < *saiwa (vel sim)
If so, then this presupposes some sort of suffix such
as*-lh, *-lx, *-lk;
or more likely a pair of suffixes *-l + Western IE -k
If so, then what's -l doing there?
The only -l I can think of is Etruscan genitive -Vl;
OR is it a lateralizing of the -w-
if such things happen, /l/ > /w/ is very common, but
the reverse?
So, if this is so, then we have something like:
Scenario 1:
*saiwa-l-k > *sea-l-k > *sealx > *sealh
Scenario 2:
*saiwa-k > saiwlk > *sailk > *sealk > *sealx > *sealh
I expect to hear some good criticism from all of you
or I'll set loose my pack of trained pit-seals on you
