That statement might mean three things:
1) *kWelh1- is a root in PIE, and is borrowed from elsewhere
2) *kWelh1- is a root in PIE, and is cognate with other Nostratic roots
3) *kWelh1- is a root in PIE, and unique to PIE

Which one did you intend?

*melh2- is a verbal stem. So is *mes- and *men-, BTW.
