No. If you're asking because of ON þjórr there
was probably contamination of *tauraz by *steuraz
to *teuraz (or something similar depending on the
relative order of the changes).
There is no need to reconstruct *steu-ro+s in
addition to *stew-x-ro+s; all languages which
could show evidence for * steu-ro+s alone lose *x
between syllables.
